The Cypress patient test data consists of:
- 81 synthetic patients designed to interact with and provide measure steward approved, gold standard expected results for the 64 Clinical Quality Measures (CQMs) selected for Stage 2 of Meaningful Use for Eligible Professionals (EPs); and
- 81 synthetic patients designed to interact with and provide measure developer approved, gold standard expected results for the 29 Clinical Quality Measures (CQMs) selected for Eligible Hospital (EH) and Critical Access Hospitals (CAH).
These standardized set of patient test data will be used as the primary evaluation mechanism for Electronic Health Record (EHR) vendor performance on clinical quality measure implementations via the Cypress software. It has not been designed to be an exhaustive test of all logical elements. Instead, the patient test data has been designed instead to provide a simplified and standardized representation of common population information for a CQM software implementation to process and accurately calculate results.
Clinical Quality Measure Testing Procedure
The Office of the National Coordinator continues to post updates to the 2014 Edition ONC-Approved Test Method for the ONC HIT Certification Program. On Friday March 26, 2013, ONC released an updated version of the ONC-Approved Test Procedure for testing of clinical quality measures [§170.314(c)(1) – (c)(3)]. Version 1.4 of this Test Procedure aligns with the recent update of the Cypress tool version 2.2 that was released on April 26, 2013. All those who are interested in updates to the 2014 Edition testing materials should continue to visit the ONC 2014 Edition Test Method website to view the latest, current versions of the ONC-Approved Test Procedures and associated Test Data and Test Tools. Cypress v3.0 Release
Cypress v3.0 is now available for certification testing of the 2015 and 2016 updates to the Meaningful Use (MU) Stage 2 Eligible Hospital and Eligible Professional CQMs. Cypress 3.0 is the latest Cypress release for use in the 2015 ONC certification program
Cypress v2.6.1 Release
Cypress v2.6.1 includes a patient deck for testing the April 2014 Eligible Hospital and July 2014 Eligible Professional measure specifications. Cypress v2.6.1 validates against the 2014 Errata Update to the HL7 QRDA Implementation Guide. Cypress 2.6.1 has been updated to include additional validation constraints required for CMS submission. Cypress 2.6.1 is the latest Cypress release for use in the 2014 ONC certification program
2015 Edition Final Rule
The 2015 Edition Health IT Certification Criteria (2015 Edition) builds on past rulemakings to facilitate greater interoperability for several clinical health information purposes and enables health information exchange through new and enhanced certification criteria, standards, and implementation specifications. Taking into account public comments received on the 2015 Proposed Rule, the final rule continues to focus on the establishment of an interoperable nationwide health information infrastructure. Clinical Quality Measure Logic Document
An updated document detailing the Clinical Quality Measure Logic has been posted on the Center for Medicare and Medicaid Services website and is publicly available.
The Standards Implementation & Testing Environment is a centralized set of tools designed to assist the implementers of Health Information Technology standards required for certification of Electronic Health Record (EHR) technology, and in general, enable interoperable health information exchange. SITE is divided into sandboxes, one for each supported standard.
Cypress Validation Utility for 2016 and 2017 submission
The Cypress Validation Utility with support for the 2016 and 2017 (EH Only) QRDA Combined Implementation Guide is now available for use by the vendor community. This new utility is intended as a development tool for EHR vendors who are testing synthetic QRDA Category I and Category III documents for conformance to CMS submission requirements for the 2015 and 2016 reporting periods.
